SUDS.
by AugustInnovations LLC

The substance-use-disorder layer your EHR wasn't built to be.

SUDS sits beside your existing EHR — including SmartCare — and handles the work that is specific to SUD programs: 42 CFR Part 2 consent, CalOMS reporting, settlement-fund accountability, outreach, and referrals. Your EHR stays your EHR. SUDS is the layer counties and providers actually run their SUD programs in.

The public demo runs on fictional data only. No real client information ever touches it.

What it does

Built for SUD programs, not adapted to them

General EHRs treat substance-use treatment as a note type. SUDS treats it as the whole job — because for a county SUD system, it is.

42 CFR PART 2

Consent & segmentation, enforced

Part 2 records are segmented by consent, not by policy memo. Disclosures follow the consent on file, redisclosure limits travel with the record, and every access is written to a tamper-evident audit chain anchored outside the database.

CALOMS

CalOMS admission & discharge

CalOMS treatment records captured at intake and discharge, with code sets verified field-by-field against the DHCS Data Dictionary v3.0. Submission-layout confirmation with DHCS is a standard step of pilot onboarding, done with your county — not after go-live.

ACCOUNTABILITY

Settlement & grant accountability

Track services against the funding that paid for them. SUDS ties clients, services, and dollars together so settlement and grant reporting is an export, not a reconstruction.

OUTREACH

Outreach & referral tracking

Street outreach encounters, referrals out, referrals in, and what actually happened to them — the follow-through counties are asked about and spreadsheets can't answer.

OPERATIONS

Program operations

Caseloads, tasks, notes, and supervision workflows for navigators, clinicians, and supervisors — role-based views matched to how SUD programs are actually staffed.

REPORTING

Reports a director can use

Program, provider, and county-level reporting generated from live program data — census, services, outcomes, and the audit trail behind every number.

Security & compliance

Stated plainly, and verifiable

Every claim below describes the production system as it runs today. Ask us to demonstrate any of them during a pilot — the evidence is generated by the system itself.

  • Encryption at rest. The production data volume is encrypted with LUKS (AES-256, XTS). Backups are encrypted before they leave the host.
  • Backups that are proven, not assumed. Every scheduled backup is copied off-host and verified against the original by size and SHA-256 after every run. A failed copy is reported, never silent.
  • Recovery drills. Backups are regularly restored from the off-host copy and checked end-to-end — integrity, audit chain, and sign-in — producing a signed drill report.
  • Access control. Role-based permissions, multi-factor authentication, automatic lockout, and a tamper-evident audit log whose anchors are stored off the database.
  • Agreements. AugustInnovations LLC signs a HIPAA Business Associate Agreement and a standalone Qualified Service Organization Agreement under 42 CFR 2.12(c)(4) — the instrument that actually authorizes receiving Part 2 records. Hosting is on AWS, under an accepted AWS BAA.
  • Honest scope. SUDS is a SUD-specific layer, not a general EHR, and it does not replace one. It runs the current release, 1.25.6.
